This center will develop proposals concerning housing construction and supply; zoning; starter homes; rent and ownership costs; homelessness; emergency shelter; mental-health and addiction connections; property taxes; homeowners and renters insurance; disaster risk; building standards; veterans’ housing; and protection against predatory practices.

Policy development must respect property rights while measuring affordability, public cost, neighborhood effects, safety, and whether programs help people reach stable housing.
