This center will develop proposals concerning voter identification; citizenship and registration accuracy; accessible lawful voting; paper records; audits; election-system cybersecurity; early and absentee voting; transparent counting and observation; recounts; certification disputes; protection against intimidation; campaign interference; and penalties for deliberate election misconduct.

Election rules should be published before voting begins, applied equally, auditable, understandable, and protective of every lawful vote.
