This center will develop proposals concerning antitrust enforcement; monopolies; corporate concentration; small-business competition; tariffs and consumer costs; reciprocal trade; domestic manufacturing; agriculture and food security; resilient supply chains; strategic industries; procurement; and national-security dependencies.

Proposals must compare effects on consumers, workers, farmers, small businesses, taxpayers, national security, and long-term productive capacity.
