Policy Adoption & Governance

Authority and Current Status

All current Moderate Party of America policy proposals are drafts unless and until they are expressly adopted under this process. Publishing a proposal on the website does not by itself make it an official party position.

During the founding period, before the National Policy Council and secure national membership election system are operational, the party founder and acting national leader may expressly adopt an initial policy. Adoption must be recorded with the policy title, approved text, adoption date, effective date, version number, and the leader’s express approval.

Permanent Adoption Process

  1. Advance for consideration. A proposal requires approval from two-thirds of the National Policy Council to enter formal consideration.

  2. Final council approval. Following review, a proposal requires approval from three-fifths of the National Policy Council.

  3. Presidential or national-leader review. The party president or designated national leader has 15 calendar days to approve the proposal or issue a written veto. If no action is taken within 15 calendar days, the proposal is approved.

  4. Written veto. A veto must identify the proposal and state the reasons for rejection or requested correction.

  5. Veto override. A veto may be overridden only when both four-fifths of the National Policy Council and two-thirds of the valid membership votes cast approve the override.

  6. Membership quorum. At least two-thirds of all eligible party members must participate for a veto-override election to be valid.

  7. Secure national election. The membership vote must use verified voter eligibility, a defined voter-registration cutoff, secret ballots, one vote per eligible member, secure identity verification, independent election administration, independently auditable records, published turnout and totals, recount procedures, challenges, and protections against interference.

  8. Final publication. An adopted policy receives an adoption date, effective date, version number, approval record, and the label Official Adopted Position.

Version Control and Safeguards

A substantive policy change requires a new version and the applicable adoption process. Minor spelling, grammar, formatting, citation, or link corrections that do not change meaning do not require readoption. Previous official versions remain archived.

Candidates, officers, employees, committees, editors, contractors, and automated systems may not present a draft as an adopted party position or create an official MPA position without the required approval record.
