OWNER RIGHTS

PERSONAL OWNERSHIP — AN OWNERSHIP SOCIETY

America should not become a country where ordinary people own nothing and permanently rent everything from corporations.

You bought it. You own it.

MPA supports meaningful ownership rights involving:

  • Homes

  • Land

  • Vehicles

  • Electronics

  • Tools

  • Equipment

  • Personal property

  • Businesses

  • Investments

  • Intellectual property

  • Personal data

  • Digital goods sold as purchases

Consumers should possess reasonable rights to:

  • Repair

  • Resell

  • Transfer

  • Modify

  • Maintain

their lawful property.

If a company is only selling a temporary license, it should clearly say so before purchase.

A company should not advertise something as a permanent purchase while retaining an undisclosed ability to revoke it without legitimate cause.

Subscriptions may be useful.

Permanent forced subscription should not replace genuine ownership.

ADDITIONAL ISSUES UNDER REVIEW — HOUSING, HOMELESSNESS & INSURANCE

Further policy development should address housing construction and supply, zoning, starter homes, rent and ownership costs, homelessness, emergency shelter, property taxes, homeowners and renters insurance, disaster risk, building standards, veterans’ housing, and protection against predatory practices.

Any proposal must respect property rights while measuring affordability, taxpayer cost, neighborhood effects, safety, insurance availability, and whether a program helps people reach stable housing. Connections to mental health and addiction should be addressed through the Healthcare and Drugs policies.

WHY THIS MATTERS

Ownership creates independence, stability, investment, and responsibility. A purchase should not become a hidden rental, a home should not be lost through abusive private procedures, and government or corporate power should not erase ordinary control over lawfully owned property.

WHAT MPA WILL DO

  • Enact clear right-to-repair protections requiring access to parts, tools, diagnostics, documentation, and security updates on fair terms while protecting genuine safety and cybersecurity interests.

  • Require sellers to disclose before purchase whether a digital product is owned, licensed, subscription-based, transferable, repairable, or subject to remote revocation.

  • Require notice, itemized charges, a meaningful hearing, proportional penalties, payment plans where appropriate, and judicial oversight before an HOA lien can lead to foreclosure.

  • Require public beneficial-ownership reporting for large institutional portfolios of single-family homes and aggregate commonly controlled entities when enforcing ownership limits.

  • Strengthen compensation, notice, and judicial review for eminent domain, civil forfeiture, and government destruction or seizure of property.

  • Review zoning and permitting rules that unnecessarily block starter homes, accessory dwellings, and new supply while preserving legitimate safety, infrastructure, and property protections.

WHAT MPA WILL MEASURE

Homeownership and first-time buyer rates; institutional purchases and holdings; housing supply and price-to-income ratios; HOA liens and foreclosures; repair cost and parts availability; civil-forfeiture proceeds and return rates; and time required to challenge a taking or seizure.
