PROPOSED / DRAFT — ELECTION INTEGRITY & VOTER CONFIDENCE

Elections must be secure, transparent, auditable, timely, and accessible to every eligible American citizen.

MPA supports voter identification with accessible means of obtaining ID; citizenship verification for federal-election eligibility; accurate voter rolls; secure equipment; cybersecurity standards; strict ballot chain of custody; bipartisan or multipartisan observation; transparent counting; clear mail-ballot safeguards; recount standards established before elections; rapid judicial review; and serious penalties for intentional fraud or manipulation.

Every vote should produce a voter-verifiable physical paper record and independent hard-copy audit trail. Post-election audits should compare reported results against physical ballots, with expanded hand counts when discrepancies warrant them.

Election Day should be the final day ballots may be cast. Lawfully cast ballots may still undergo legally required verification, curing, auditing, recounting, and judicial proceedings afterward. Systems should be designed to complete initial tabulation within 12 hours after polls close without preventing legitimate review.

Employees whose schedules would otherwise prevent them from reasonably voting should receive protected time to vote. Rules should be established before voting begins and not rewritten afterward merely because one side dislikes the result.

Every eligible citizen should be able to vote. Every lawful vote should be counted. No unlawful vote should be counted. Every election should be verifiable. Trust—but verify.

FAIR DISTRICTING

Voters should choose their representatives. Representatives should not choose their voters.

Congressional and state legislative districts should be drawn using neutral standards.

Maps should consider:

  • Equal population

  • Constitutional voting protections

  • Geographic continuity

  • Reasonable compactness

  • Communities of interest

  • Existing municipal and county boundaries where practical

Districts should not be deliberately designed primarily to guarantee partisan control.

Proposed maps, underlying data, methodologies, and alternatives should be public before final adoption.

The same standard applies whether Republicans, Democrats, or MPA control a state.

POLITICAL COMPETITION

America belongs to its citizens.

It does not belong to two political parties.

MPA supports reform of unreasonable barriers affecting:

  • Ballot access

  • Independent candidates

  • Third parties

  • Debate access

  • Election administration

  • Candidate qualification rules

MPA does not seek preferential treatment.

We seek equal treatment.

If a rule would be considered unfair when used against Republicans or Democrats, it should not be used against a new political movement either.
