Connected Vehicle Privacy
Government should not mandate continuous biometric, facial, behavioral, audio, or cabin surveillance without explicit statutory authority, demonstrated necessity, and strong privacy safeguards.
Vehicle data should remain locally stored where reasonably possible.
Government, manufacturers, insurers, advertisers, and data brokers should not receive sensitive vehicle data without:
informed consent;
lawful authority;
or appropriate judicial process.
No Secret Government Surveillance Through Vehicles
Vehicle safety systems should not become generalized domestic surveillance systems.
Consumers should know:
what is collected;
who receives it;
how long it is stored;
how it may be deleted;
when government may obtain it.
Remote Vehicle Disablement
No lender, dealer, manufacturer, servicer, or other entity should remotely disable propulsion or materially interfere with a moving vehicle because of:
missed payments;
repossession;
subscription disputes;
contractual disagreements.
Safety Requirements for Starter-Interrupt Systems
A vehicle should not be remotely disabled:
while moving;
in active traffic;
on railroad crossings;
during evacuation;
in other obviously dangerous locations.
Lawful repossession remains available.
Unsafe remote shutdown should not.
Emergency Override
Starter-interrupt systems should provide a reasonable emergency method for moving a vehicle to safety.
Criminal and Civil Liability
Knowingly disabling a vehicle in a manner that creates foreseeable serious danger should carry substantial civil liability and possible criminal penalties where injury or death results.
