This center will develop proposals concerning border enforcement; ports of entry; lawful immigration; citizenship; asylum processing; visa overstays; employment verification; trafficking and smuggling; deportation priorities; due process; treatment of children and families; detention standards; legal-system capacity; and federal, state, local, and tribal cooperation.

Policies must distinguish lawful immigrants, asylum applicants, visa violators, trafficking victims, dangerous offenders, and people with longstanding community ties rather than treating every case as identical.
